Kit foxes make themselves at home within Bakersfield city limits

Like lovers in Paris, San Joaquin kit foxes will always have Bakersfield.

The rare little foxes come out mostly at night. They find fabulous food everywhere: chunks of cheeseburger from dumpsters, shreds of taco on windblown wrappers. And the accommodations: What can beat a cozy den in the student quarter ? specifically, beneath portable classrooms in the Panama-Buena Vista Union School District?

The 17,000-student district isn't crazy about the foxes, especially when about one-third of its 23 elementary and junior high schools have to deal with them on a regular basis. Administrators have offered a wildlife biologist $25,000 for a plan to manage the endangered species, which is literally, and uneasily, underfoot.

Mostly nocturnal, the achingly cute 5-pound critters sometimes emerge early in the morning or late in the afternoon. Their burrows can also house skunks and feral cats; officials say odors enter classrooms along with fleas.

Michael Brouse, the district's business manager, said nobody can recall "a student-kit fox encounter," but the animals can pose a problem. They leave copious droppings. They get tangled in soccer nets. And, to the chagrin of administrators, they love schools, with their wide-open campuses, brown-bag lunches, and strict adherence to environmental regulations.

"There's a certain amount of paranoia about what you can do legally," Brouse said. "You can't just shoo them away."

A few years ago, Brouse said, one of his district's principals told him about a fox plopping itself across a classroom doorway, briefly detaining both teacher and students.

"In essence, the kids were held hostage in the classroom until the kit fox decided to get up and go," Brouse said.

About the size of small house cats, the foxes are not aggressive but, according to school officials, can do more than their share of damage. Digging burrows in crawl spaces beneath portable classrooms, foxes last year created dirt piles that jammed up against the structures 2 feet overhead. In a couple of buildings, flooring rotted and had to be replaced.

Exactly what the Panama-Buena Vista district will do about its fox colonies is up in the air. With permits from environmental agencies, other schools have filled in inconvenient burrows and built artificial dens in out-of-the-way spots on campus. Some have placed one-way doors at den openings to ensure that foxes who get out, stay out.

A century ago, more than 12,000 of the foxes roamed the San Joaquin Valley. With much of the valley since given over to farming and oil extraction, the population has fallen to fewer than 3,000, scientists say. They've been a fixture on the federal endangered species list since 1967 ? yet as many as 400 make themselves at home in Bakersfield's golf courses, subdivisions and schools, especially those near the edge of town.

"At first, we thought they were displaced stragglers that would be pushed out or die off as development continued," said Bryan Cypher, a biologist with the Endangered Species Recovery Program at Cal State Stanislaus. "But they're doing surprisingly well in the urban area."

Coyotes, the foxes' chief enemy, aren't as numerous in the flat, open stretches of town as in places where thick brush and steep arroyos can shield them. That leaves a fox with many potential dens to choose from in Bakersfield. Besides schools, there are culverts, irrigation channels, power lines and hundreds of storm-water drainage basins.

Then there's the food: In the wild, the foxes subsist on kangaroo rats. In town, there's fast food galore, plus the kibble that fox lovers, over the objections of biologists, set outside for their nocturnal visitors.

"Bakersfield in the past hasn't necessarily been the most endangered-species-sympathetic area," Cypher said, "but many people enjoy having the foxes around."

For 10 years, Linda DeRose, a 71-year-old retired teacher, has watched foxes skitter around the portable classrooms at Stockdale Elementary School across from her house. "Everybody who sees them really likes them. They're really cute, they run real fast, they have big ears. It's amazing they're able to exist in such proximity to people."

It could help, she said, that her husband sometimes puts out cat food for the neighborhood strays, a meal that also goes down well with foxes. When workers at Stockdale erected barriers to keep foxes from re-entering their burrows last December, the animals "were running around the neighborhood like crazy," she said. "They were frantic."

Sometimes residents have alerted the city about street work putting foxes in harm's way. A few have dug into their pockets for the foxes; three years ago, an animal lover freed a kit fox dangling by its neck from the volleyball net at Independence School. She also paid $1,200 for the leg amputation the fox required. It was the year's sixth "entanglement," according to the U.S. Fish and Wildlife Service.

At Cal State Bakersfield, officials ask biologists about possible harm to kit foxes before they schedule events at an outdoor amphitheater.

But proximity to well-meaning people may have its downside. A 2010 study found that Bakersfield foxes, while healthy, are fatter and have higher cholesterol than their country cousins. Researchers comparing the hair of local foxes with clippings from Bakersfield barbershops found chemical traces of the same foods.

Ted Murphy, a retired Cal State Bakersfield biology professor, has tracked the city's kit foxes for more than 40 years.

"I had a bunch of citizen-scientists who would call me whenever they came across one," he said. "It was a huge network."

Guards at an ice cream plant saw the same fox show up night after night. Little wonder, Murphy said; every night, the lucky fox was provided with chocolate-coated ice cream treats. At homes bordering a golf course, a fox would drop by patio after patio after sundown, drawn by residents who offered eggs, hot dogs, whatever was at hand. Murphy said he knew a pilot who was greeted by a fox each night he'd land at the local airport.

For a little while, Murphy, the founder of his school's Facility for Animal Care and Treatment, had a fox he'd walk on a leash.

"It's a hell of a lot easier for a fox to make a living in this town than in the dry grass," he said.

VIERA, Fla. -- Bryce Harper reported for spring training today and made it clear what he must do to be included on the Nationals' Opening Day roster.

"I'm going to come in here, work as hard as I can, keep my mouth shut and play," he said.

In truth, the 19-year-old's path to Wrigley Field on April 5 is a bit more complicated than that. Simply showing up to camp, working hard and keeping his mouth closed isn't going to guarantee Harper anything.

But the gregarious right fielder does seem to understand that the spotlight will be fixed on him for the next six weeks, and it's up to him to prove he's ready to handle the attention ... not to mention big-league pitching.

One year ago, Harper (barely 18 and barely removed from high school) reported for his first professional spring training and looked the part. He stood out like a sore thumb in the Nationals' clubhouse, a cocky teenager among men.

As he made his way through that same clubhouse today, though, Harper looked like he belonged more. He already knows most of the other players. He already knows the daily routine.

"I'm pretty comfortable this year, knowing guys around me," he said. "I'm just a lot more comfortable in here this year, and I'm excited to see what happens."

What will happen? The company line remains the same: The Nationals will keep an open mind on bringing Harper north with them at the end of camp, but the odds continue to be against that happening. Ideally, they'd like for him to get a few at-bats at Class AAA Syracuse before making his big-league debut, not wanting to risk rushing a player who only has one season of professional experience to this point.

Harper does have a big supporter, though, in manager Davey Johnson, who has never been afraid to throw a talented, young player to the wolves. "It's huge to have the manager on your side," Harper said.

Johnson perhaps softened his stance today on the 2010 No. 1 pick making the club out of spring training, citing the influx of left-handed bats the Nationals signed late this winter. At the same time: "He's still in the mix to have an opportunity," Johnson said and suggested Harper will see significant playing time against big-league competition this spring.

On the field, Harper believes he's made major strides in the last year, especially in the outfield. A converted catcher, he feels more comfortable now in right field and has learned how and when to cut loose on throws.

"I made a lot of progress in the outfield, and I'm still going to try to make progress out there," he said. "I want to be a Gold Glove out there, too. I don't want to just be known as a hitter."

Off the field, Harper understands he needs to show he's ready to be a big leaguer, whether that's how he comports himself in the clubhouse or even how he presents himself on his newest passion: Twitter.

Harper has taken some heat for his honest answers via his Twitter account, but he loves interacting with fans and doesn't want to change that.

"That's just the way I am," he said. "I like giving them the real me. I want them to know the real me."

Even if you open yourself to criticism by declaring yourself a fan of the Lakers, Cowboys and Duke basketball?

"I'm going to get blown up either way," Harper said. "If I say something right or something wrong, that's just how it's going to be. There's nothing I can really do about that. Some things maybe I shouldn't say, and some things I've got to learn from. And there are some things I should just keep my mouth shut on. I need to grow up in that aspect, I guess. But I feel good about what I say and I'm not going to back down from anything."

Ultimately, Harper believes the decision when to promote him to the majors is a baseball decision. So that's where his focus will be over the next six weeks, playing every day "with fire" and hoping by the end of camp he's convinced the right people he deserves to be a big leaguer at 19.

"That's the best I can do," he said. "If they want to send me back down, that's them. But I want to be up here, like I said. I want to play in D.C."

US sheriff facing long odds after gay outing

(AP) ? Pinal County Sheriff Paul Babeu built a reputation as a rising, conservative star by taking a hardline stance against illegal immigration, attacking the Obama administration and appearing alongside Sen. John McCain in a 2010 re-election ad in which McCain urged federal officials to just "complete the danged fence."

But, on Saturday, Babeu's conservative image took a beating as he was forced to confirm publicly that he is gay and was involved in a relationship with a Mexican immigrant who claims the sheriff threatened to have him deported if he revealed their relationship.

Babeu denies any wrongdoing, and has vowed to continue his battle for the GOP nomination in an extremely conservative rural congressional district. He recognizes he is fighting an uphill battle, especially in a state where family values, as defined by a large evangelical Christian and Mormon population, often battle fierce, anti-immigrant beliefs to define conservatism.

At a lengthy press conference, Babeu said he hopes voters will stick with him.

His competitors think that's unlikely. Arizona Sen. Ron Gould says Babeu is sure to lose major support among the family-values voters who oppose gay marriage.

Babeu previously avoided a public stance on gay rights, but came out in favor of them on Saturday.

"I can be a supporter and get out there and help articulate as we progress as a culture and a society, that there should be individual liberties and there should be individual freedoms," Babeu said. "For any other person to define somebody else's relationship and say it not OK, that is not who we are as Americans."

Saturday's revelation already led Babeu to call presidential candidate Mitt Romney's staff to say he would step down from his post as state campaign co-chair. Babeu campaigned with Romney and was featured in robocalls in Iowa attacking Texas Gov. Rick Perry, who was then seeking the GOP nomination.

"Sheriff Babeu has stepped down from his volunteer position with the campaign so he can focus on the allegations against him. We support his decision," Romney spokeswoman Andrea Saul said in a statement.

Some political observers think Babeu's career could be over.

"There is no question that his budding congressional campaign is over," longtime Arizona Republican political consultant Sean Noble wrote on his blog. "Because it is a Republican primary in a conservative district, it's likely that the thing that hurts him the most is that he was in a gay relationship."

Others aren't sure it's the end, but they said there's no doubt he will be hurt.

"It obviously has implications for a congressional race. There's just no question about it," said Bruce Merrill, an Arizona State University political science professor emeritus and a longtime pollster. "I don't see how any reasonable person cannot think that this is going to hurt him, particularly with the constituency that he has built, which is a very evangelical, right-wing, family oriented conservative constituency."

Babeu's acknowledgment that he is gay came after a story in the Phoenix New Times, an alternative weekly magazine that quoted a former lover as saying Babeu threatened his immigration status if he revealed their relationship.

Babeu denied claims he tried to threaten the man, a former campaign volunteer. He said the accusations were an attempt to hurt his political career. The legal status of the man, identified only as Jose by the New Times and Babeu, was unclear. His lawyer said he was unavailable for comment but might be available in a few days.

Jose provided the New Times with photos of him and Babeu embracing. It also posted a cell phone self-portrait of a smiling Babeu in his underwear and another of what appears to be the shirtless sheriff in a bathroom, posted on a gay dating web site. Babeu didn't deny their authenticity.

Babeu made national headlines soon after his 2008 defeat of an incumbent in his rural county south of Phoenix by jumping on the anti-illegal immigration bandwagon led by longtime Maricopa County Sheriff Joe Arpaio and berating the federal government for allowing human and drug smuggling to go unchecked.

Then in 2010, he was tapped by McCain to help champion his border security plan during McCain's re-election effort.

McCain, asked Sunday on ABC's "This Week" about Babeu, said he thought of him as a friend.

"I do not know the details, except what has been published in the media," he said. "And I'm sure there will be a thorough and complete investigation, if there is any allegation of wrongdoing. All I can say is that he also deserves the benefit, as every citizen does, of innocence until proven guilty. But I appreciate the support that he gave me in my campaign and always will."

Arpaio, a longtime ally, distanced himself.

"All I can say is he's the sheriff of Pinal County, and it's up to him to face his issues, not me," Arpaio told The Arizona Republic. He said Babeu has been "begging" for an endorsement in the congressional primary.

"I don't even think I'm going to get involved," Arpaio said. "We'll see what happens with Babeu."

Just last weekend, Babeu gave a speech at the Conservative Political Action Conference in Washington, D.C., reiterating his criticism of Obama, the Justice Department's failed "Operation Fast and Furious" gunrunning investigation and seeking support for his congressional campaign.

Babeu has been something of an enigma since he appeared on the scene. He was elected to the city council of his hometown of North Adams, Mass., at age 18, and came to Arizona shortly after losing an election for North Adams mayor in 2001.

He became a Chandler police officer and in November 2008 defeated a Democratic incumbent to become sheriff.

Along the way, he served in the Army National Guard as both an enlisted man and an officer, retiring from the Arizona Guard as a major after serving stints in Iraq and along the U.S.-Mexico border.
