(AP) ? The costly Republican primary has been draining Mitt Romney's wallet and giving President Barack Obama time to build an expansive campaign architecture with offices in 45 states and hundreds of employees.

The bad news for Obama is he's had to start paying for all this now.

Obama has spent more than $135 million ? more than GOP challengers Romney and Rick Santorum combined ? on his re-election apparatus, according to an Associated Press analysis of Federal Election Commission records. That sets up his campaign to be larger and geographically more diverse than any of his opponents' organizations.

Through the first two months of the year, Obama spent approximately $1.1 million on computer equipment, $435,000 on rent and utilities, $305,000 on telephones and $19,000 on office supplies, according to federal reports.

Republican contenders Romney and Santorum have been watching their expenses during the GOP primaries, relying on a fraction of the amount Obama can spend on essentials like ad spending, travel fees and utility bills. But Obama's campaign has its eye on spending by Republican-leaning "super" political action committees, which can accept unlimited and effectively anonymous contributions from billionaires, corporations and others.

Super PACs like American Crossroads, which supports Republicans, and Restore Our Future, which supports Romney, are expected to flood the airwaves with TV ads opposing Obama.

"We're building the largest grass-roots campaign in history," Obama campaign spokesman Ben LaBolt said from Chicago, where the president's re-election effort is based. "You can see it here, but it's really happening in the states."

Of $29.5 million spent on operations since the start of the year, at least one-quarter has gone to fundraising-related expenses like postage, printing and telemarketing ? an attempt to attract grass-roots donors who supported then-Sen. Obama four years ago. The campaign spent millions more on expenses like online advertising and consulting, which can be tied to fundraising.

Obama's paid staff exceeds 500, many of whom work in the Chicago office ? a figure that makes Republicans bristle.

"I think the campaign is single-handedly trying to lower the unemployment rate by hiring field staff," Romney political director Rich Beeson said. "When they point to the fact about how many people they've got hired and how many offices they've got, they're just trying to distract people from the reality of (how) they're going to have a heck of a time finding people to get out and vote for him."

A review of Obama's balance sheets reveals a small army of paid staffers trying to help the Democratic president win a second term. Campaign filings list more than 330 paid staffers in Chicago and 200 more spread across the country, making for a payroll tab that exceeded $6.3 million during the last two months alone.

The core of Obama's operation is packed into the sixth floor of Chicago's Prudential building, where staffers sit side by side at long rows of tables, working from laptops and cellphones. Colorful college pennants hang from the ceiling, some representing key swing states: the University of North Carolina, Ohio State and the University of Michigan. Need a designer T-shirt or bumper sticker? Two staffers manage a swelling collection of campaign memorabilia for sale.

In one corner, more than a dozen workers field questions from journalists scattered across the country. Elsewhere, others coordinate media appearances for Obama's high-profile supporters. Other staffers focus on fundraising, voter identification, social media and campaign-finance reporting.

Beyond the Windy City, Obama's campaign said it's already opened five field offices in Arizona, a state it expects to be increasingly competitive in the fall. The campaign is also taking advantage of party resources there, relying in part on the state's Democratic Party for staffing, phones and computer equipment, records show.

Obama's operation had $84.7 million in cash-on-hand by Feb. 29. The Romney campaign, which is hardly hurting for cash after raising about $74.8 million, says it's not impressed.

Romney's Boston-based campaign is a fraction of the size of Obama's, although its organization dwarfs its Republican competitors. With around 100 paid staffers, Romney has spent more than $180,000 on rent and utilities since early January in 16 states from Massachusetts to Utah, records show.

Santorum, whose national headquarters was technically a post office box until this month, spent just $19,000 since the beginning of the year on rent-related expenses.

Romney's ability to compete against Obama's growing organization has become a selling point on the trail.

"As Republican primary voters in Illinois, we have an opportunity to look at the field of candidates, and look at them and say, 'Who can go toe to toe not just with Barack Obama, but the Chicago machine that is his operation?'" Rep. Aaron Schock, a top Romney supporter in the state, said recently. "We cannot afford to nominate someone on our ticket who cannot withstand the barrage, who does not have the organizational strength and fortitude to go toe to toe with Barack Obama."

In some ways, Obama's massive campaign is part of what drives supporters to give money to super PACs in the first place.

"As a general rule, the big institutional money goes inordinately to incumbents regardless of party, while outside money plays the role of balancing out the party in power or stopping a specific initiative," said Jonathan Collegio, a spokesman for American Crossroads, the Republican super PAC.

GOP-leaning super PACs have spent more than $50 million on TV ads this election. Crossroads is largely waiting until the general election to spend its money.

Whatever the case, the Democrats' current financial advantage is something Obama's campaign isn't taking for granted. Obama changed course last month in his criticism of super PACs and began encouraging big-money supporters to give to Priorities USA Action, an independent group working in his favor and run by a former aide.

The Republican Party opened offices in three states this month, with plans to expand to four other states in April.

Marshall Fine: Movie review: The importance of Bully

Lee Hirsch's Bully can't help but move you. It's an important and powerful film, one that should be required viewing for kids of any age - and their parents.

With luck, The Weinstein Company will prevail in its battle against the R-rating conferred upon the film by the myopic and narrow-minded MPAA ratings board. The rating supposedly is based on the fact that several kids in the film are captured on film saying the word "fuck." Needless to say, kids of all ages have heard it - and are probably using it regularly, whether their parents know it or not. Who is the MPAA protecting?

Hirsch's film examines the cases of a half-dozen different kids around the country. And, while the right-wing crowd undoubtedly expects the kind of bullying that leads to teen suicide to be a product of the godless urban environment of the East and West Coasts, Hirsch's camera takes viewers to such urban hubs as Sioux City, Iowa, and Yazoo County, Miss. He films in Georgia, Oklahoma - hey, the kids in this film are mostly smack dab in the middle of the Bible Belt.

The film starts on a heart-breaking note in Murray County, Ga., with the parents of a teen named Tyler Long, who hung himself at 17. As his parents note, he never came home bloodied or the victim of obvious physical violence. And yet he suffered severe enough abuse from his peers that he finally ended his own life.

Hirsch checks in regularly with an Iowa 12-year-old named Alex, whose classmates are so blas? about the kind of cruelty they visit upon him that they regularly choke and punch him on the school bus in front of Hirsch's camera. Alex, bespectacled and gangly, protests, but to no avail.

The film hop-scotches around the South: to a small Oklahoma town where a 16-year-old gay teen is vilified by classmates and even neighbors; to Yazoo, Miss., where a 14-year-old girl is jailed for taking her mother's gun on the school bus and threatening her tormenters; and back to Oklahoma, where a pre-teen talks about his own history of bullying and how he changed his ways - only to see his best friend kill himself because of the bullying of others.

It also returns to Tyler's parents, as they struggle with the local school administration to get bullying taken seriously. But that is the most depressing part of the film: the inability of the schools to find an effective method to stop the abuse (and the apparent absence of the parents of bullies in the process).

At one point, Hirsch captures a vice principal at Alex's middle school, forcing two boys to shake hands after a playground altercation. One boy easily sticks out his hand when told to shake and make up; the other sullenly offers first his left hand, then a half-hearted right hand after being admonished by the vice principal.

But as she scolds the less-eager lad, you realize that he, in fact, is a long-time victim of the other boy - who obviously knew he was getting off easy with a handshake. The victim stands his ground with the vice principal, who actually tries to equate his refusal to shake hands with the constant physical and verbal abuse the victim was suffering. The same administrator can only offer platitudes and a weak "We'll take care of it" when Alex's parents confront her with Hirsch's footage of Alex being stabbed with pencils and punched on the bus.

Ultimately, of course, it's as much about the parents of bullies as the teachers and administrators - and no one is apparently doing anything meaningful. So it's up to the parents of the victims to use the Internet to start a nationwide anti-bullying campaign - which one despairing pair of parents (of another child who committed suicide) take up with a vengeance.

Hirsch's film is never sensational or manipulative - just truthful. If it's unlovely, well, pretty camerawork and slick production values go by the wayside when you have this kind of access to raw reality.

Ultimately, Bully is about having the courage to stand up to bullies - whether they're in your child's school or handing out ratings at the MPAA.

The prospect of deep diving may seem exciting and include moments of thrilling discoveries, but the trip itself is hardly a thrill ride. Vehicles usually travel at a maximum speed of only 2 or 3 miles per hour, so divers sense little of the motion of ascent and descent. Since it can take several hours to reach the seabed, most of the trip can be spent just passing time. Pilots and solo explorers like Cameron must be mindful throughout the journey, but passengers may simply gaze out the porthole (though the water goes dark after about 10 minutes), read, or doze off; some occupy themselves with a computer or music. When resurfacing, however, turbulent waters around the surface can feel like an amusement park ride, or worse, and many craft don?t have seats or seat belts.

(AP) ? Germany's new president praised Poland as a land of freedom and expressed remorse over the cruelty inflicted by Germany on the country during World War II, in a first foreign visit heavy with symbolism.

Joachim Gauck's words of reconciliation and warmth for the eastern neighbor were made Tuesday in Warsaw four days after he was inaugurated into a role that carries more moral authority than real power.

Trips to Poland by German leaders always carry a degree of symbolic and emotional weight due to persisting memories of the war. In recent years, some German leaders have made their first visits abroad to Poland, though France remains a common destination too.

Though the two countries are strong allies today, many older Poles remain bitter, and negative stereotypes on both sides still exist. Gauck, who is 72, noted that he remained conscious of German "guilt."

"It's been a big joy for me to be received here with an openness and warmth that I would never take for granted," Gauck said. "I am an older German, born during the war and deeply remember the changing history and the brutality of Germans before my time toward Poland."

A former Lutheran pastor and democracy activist in East Germany, Gauck also spoke of the inspiration Poland was for him during the 1980s, when the Solidarity movement led by Lech Walesa struggled for freedom in Poland.

"For me, Poland is the European country of freedom," Gauck said during a joint news conference with Polish President Bronislaw Komorowski. He said that while there were political considerations for coming to Poland first, the decision above all "came from the heart."

Komorowski, who was also an anti-communist dissident, gave Gauck an original historic poster of Solidarity.

Gauck appeared surprised and moved by the gift, and said he already has the same poster hanging in his home. He said the new one would be displayed in his office.

He thanked Komorowski, and the leaders shook hands and then hugged.

Poland and Germany today belong to the European Union and NATO and are major trading partners. The presidents said they discussed ways to deepen their ties further, for instance through youth initiatives or rock concerts ? with Gauck saying he would attend such a concert despite his age.
