Here is the directive issued by U.S. Immigration and Customs Enforcement ? ICE regarding policy changes to grant latitude to determining whether or not to prosecute/ deport undocumented foreigners who are in same-sex couple permanent relationships.? This was issued by the Obama administration to thwart the extreme hardship suffered by same-sex couples who are precluded from sponsoring foreign spouses/partners for green cards.

Same-sex couples suffer severe immigration hardship as they lack immigration equality under the law.? Whereas a straight American spouses can sponsor a partner, a gay or lesbian partner, cannot, due to the implementation of the Defense of marriage Act (DOMA).? In the past year, the Obama Administration has refused to defend cases where DOMA has been challenged, asserting that it considers DOMA unconstitutional.

Immigration is covered by Federal law and so even if one can marry legally under the law of a specific State in the USA or in a foreign country where same-sex marriage is legal, spouses are still separated, exiled, or live in fear of being caught as undocumented.

This policy does not those in exile or separated, but only provides discretion to ICE if they happen to ?catch? an undocumented spouse/ partner, living in the USA, who may otherwise be subject to deportation.

This would help people like Shirley Tan who received the introduction of a Private Bill back in April 2009, thanks to the consideration and compassion she experienced from Senator Dianne Feinstein, who happened at that time to take into account all the factors mentioned by ICE in this directive.

Legislation to provide same-sex couples with immigration equality has languished for many years in various forms in the U.S. Congress, and most recently as The Yniting American families Act, with it primary champion in Congress, Rep. Jerrold Nadler, Democrat from New York.

Jordan's king appoints new PM ahead of elections

AMMAN, Jordan (AP) ? Jordan's King Abdullah II appointed a veteran independent politician on Wednesday as his new caretaker prime minister ahead of parliamentary elections ? the last time he will make such an appointment, according to his own reform plan.

The appointment of Abdullah Ensour is part of the king's political roadmap that addresses popular pressure for a broader role in decision-making. It paves the way for elections scheduled for the end of this year or early 2013. That parliament will choose the next prime minister.

The changes were decreed by Abdullah earlier this year to transfer more power to elected bodies and forestall any chance of an Arab Spring-style uprising similar to those that toppled regimes elsewhere in the region.

Ensour, a 73-year-old former lawmaker and deputy prime minister, is identified with the Arab nationalist trend in Jordanian politics but also has good ties with the Islamist opposition.

"Ensour's government is the last before Jordan's transition to parliamentary governments," a statement from the royal palace said.

He replaces Fayez Tarawneh, who resigned as mandated by the king's constitutional changes, which stipulate that the Cabinet must step down if parliament was dissolved. The legislature was disbanded last week, halfway through its four-year term, setting the stage for the upcoming elections.

Jordan has weathered 22 months of street protests calling for a wider public say in politics. The protests have been small compared to mass uprisings elsewhere in the region, which have led to four Arab leaders being deposed so far. The king has addressed them by giving up some of his powers, such as transferring to parliament the right to pick the prime minister.

The king however will still retain many powers, heading all three branches of government as well as the military. It is assumed that he will continue to set key policies, including foreign and security.

The next moves will see an independent electoral commission, recently formed as part of the reforms, set the date of the elections and supervise them ? responsibilities that were previously in the hands of the Cabinet.

The opposition continues to hold protests, saying that the election law favors locally-based conservative candidates rather than parties with an ideological base. The Islamists are boycotting the polls. The government says it has adopted a globally recognized system of elections, and that the Islamists' alternative would inflate their own representation.

Few opposition groups, however, question whether Jordan should remain a monarchy.

Abdullah changed 42 articles, or one-third of Jordan's 60-year-old constitution. In addition to the changes involving parliament and elections, he also created a constitutional court to monitor the application of the law.

Other moves included a political party law that encourages a multiparty system, a municipality law that allows Jordanians to govern their towns by electing mayors and city councils, a regulation lifting restrictions on rallies and public gatherings, and reforms allowing a teachers' union to be formed for the first time ever.

It was not immediately clear when Ensour would form his Cabinet, but it is expected to be within days.

The battle against obesity seems to have turned largely into a war on soda. All across the nation there are calls for taxes on sugar-sweetened drinks and limitations on where they can be sold. The most well-publicized salvo is New York City?s ban on large sugary drinks sold in restaurants and movie theaters and from street carts.

Beverage companies are scrambling to show they?re willing to change their ways to help avoid even more strong-arming. They?re marketing smaller drink sizes and running their own public awareness campaigns for healthy eating.

Their latest preemptive move, announced this week, literally puts the decision to guzzle a sugary drink at a consumer?s fingertips.? Soft-drink makers, including Coca-Cola and Pepsico, say they will list the calorie counts for sodas directly on the buttons of their vending machines. The new industry-designed machines go way beyond government proposals, which would only require that calorie counts be displayed on the side of a machine.

Before someone presses 240 ? the number of calories in a 20-ounce Coke ? the machine will scroll a reminder that they can always select a lower-calorie alternative. The machines, which go public in 2013, will also feature small decals with sayings such as ?Calories Count: Check Then Choose.?

David Just, the director of Cornell University?s center for behavioral economics in child nutrition programs, said he thinks the machines are a good idea and make a lot more sense than much of the anti-soda legislation. He said he?s worried that moves like the New York City ban will backfire.

?If we do something that specifically targets soda and we don?t know that it will have a huge impact on obesity, we are taking a big risk that it will be ineffective while creating a lot of resentment from consumers and retailers. If we tick off both sides in this transaction, it will be a lot more difficult to introduce new legislation in the future,? said Just.

Just said he thought it makes more sense to get beverage companies to make voluntary changes like the calorie-aware vending machines. He thinks there are other things they can do too.

?Rather than doing a hard sell on sugary drinks to kids and teens, beverage companies could market artificially sweetened and low calorie beverages to them instead,? he said.

Just said this has never been done on a large scale before and his group at Cornell has shown it could significantly lower the consumption of sugary drinks while raising the sales of healthier beverages.

?These companies aren?t selling sugar, they?re selling soda. They don?t care if their products contain sugar or not, so this type of change could be a win for everyone,? Just said.

Yale University?s Kelly Brownell can be pardoned for not believing beverage company tactics alone will help lower soda consumption and lower obesity rates. Brownell has led the charge to legislate sugar-laden beverages for more than a decade.

?In this country, we start by hoping people will change their behavior on their own. If the default approach of imploring people to change their ways doesn?t work, then we ask the government to step in and take action,? he said.

To Brownell, regulating soda is public health policy 101 ? and it has plenty of precedents. He points to smoking, seat belts and immunization as examples where there was a lot of opposition to regulation at first, but the objections soon receded.

In order to address the obesity crisis, Brownell said he believes we have to start regulating somewhere, and the evidence for the dietary evils of soda is so strong that it makes sense to start there.

Truly no one can stand up for soda on nutritional grounds no matter which side of the debate they are on. The consumer group Center for Science in the Public Interest says that the average American drinks more than 40 ounces of sweetened drinks daily, with groups like teenage boys averaging double that amount. Sugary drinks are now the single greatest source of added sugar in the American diet ? and they offer no nutritional value.

A trio of studies in a recent issue of The New England Journal of Medicine found that sugar-sweetened beverages make a unique contribution to our expanding waistlines. One investigation was a decades-long study of more than 33,000 Americans, which showed sugary beverages interact with genes that affect weight, magnifying weight gain in people who are predisposed by heredity to piling on the pounds. The two other experiments found that giving children and teens calorie-free alternatives to the sugary drinks leads to less weight gain over time.

Dr. Lu Qi, an assistant professor in the department of nutrition at the Harvard School of Public Health, said he thinks a combination of public policy and industry changes are needed. Most important, he said, people must understand how serious a health crisis soda consumption has become.

?However we do it, the more solid evidence we have, the easier it will be to convince people to give up sugar-sweetened beverages,? he said.

US counterterrorism chief in Libya to probe attack

TRIPOLI, Libya (AP) ? President Barack Obama's counterterrorism chief has discussed last month's killing of the U.S. ambassador to Libya with the country's leaders.

John Brennan is in Tripoli as part of the investigation into the attack on the U.S. consulate in Benghazi last month, where Ambassador Chris Stevens was killed along with three other Americans. Brennan met Wednesday with interim President Mohammed el-Megarif and Foreign Minister Ashour bin Khayal.

Omar Humidan, spokesman for Libya's General National Council, said all agreed the investigation should be secret.

The U.S. has blamed militants linked to al-Qaida for the consulate attack. It erupted as Muslims protested a film that insulted Islam's Prophet Muhammad. The U.S. declared later that militants linked to the international terror network were involved.

Obama's Republican opponents have criticized his handling of the affair.

The federal government?s a key buyer of energy efficient solid-state lighting, and so are the big box stores.

Swedish housewares giant Ikea made waves last week with its announcement that it will phase out all incandescent and fluorescent lights on its shelves by 2016 to go LED-only. It?s the latest in a series of challenges that major retailers (think Ikea, Home Depot, Lowe?s, Best Buy, etc.) and their lighting technology suppliers (GE, Philips, Osram, etc.) have set for themselves on LEDs, which have been poised to take over the commercial and industrial lighting sectors for years now.

With LED prices falling pretty dramatically, it?s a good bet that big-box stores like Ikea will also be slashing the prices on their consumer LED bulbs, which are still pricey compared to their CFL counterparts. That, in turn, is driving investment across the LED technology chain, from advanced power management and thermal components to integrating LEDs with household dimmer switches and office smart-lighting controls. Customers will want their new $20 (or even $5) LED bulbs to work as promised, after all.

In the meantime, the U.S. government is one of the biggest buyers of LED products in the world as part of its broader, multi-billion-dollar push for energy efficiency. The Department of Energy says solid-state lighting (SSL) could cut the U.S. lighting bill in half, and it is investing tax dollars into R&D and business adoption programs to push it into the mainstream.

The General Services Administration (GSA) manages the country?s federal properties, which makes it a good partner for LED companies. Last week, the GSA gave a nod to lighting control networking startup Lumenergi, announcing it had turned down energy consumption at 11 buildings by a whopping 63 percent.?

That?s a pretty big number, though rival ?smart lighting? companies like Adura, Daintree Networks, Digital Lumens, Enlighted and others say they can also achieve those kinds of savings in buildings that are egregious light-wasters. Simply turning off the lights you used to leave on all night can cut your bill in half, though few buildings are that wasteful. More typical energy savings are in the 20 percent to 30 percent range, out of a lighting budget that?s roughly one-quarter of a building?s total load.

Lumenergi, which raised a $12.7 million Series B round in 2010, also got a nod from the GSA?s Pacific Rim regional administrator, Ruth Cox, who said the platform was useful in identifying where efficiency investment made the most sense. That?s a big new trend in the industry, with startups like FirstFuel and Retroficiency promising hands-off data analytics that can pick out key buildings and classes of real estate to target for the biggest and fastest paybacks. Simple ?burnout? sensors that can direct maintenance workers to faulty lights, while avoiding rote replacement of still-useful bulbs and tubes, can also save a bundle.

In the meantime, once you?ve got a network deployed in your building to manage lights, why not do other things with it? On Monday, Redwood Systems, a startup that networks LEDs and other lighting systems, said that by year?s end it would deliver a ?Room Tracker? tool to manage conference rooms, all running over the same network and control platform that it uses to manage the lights.

Once again, this is a common theme in the smart lighting space. Lights are ubiquitous in buildings, making them great places to locate wireless nodes as well. Those can support all kinds of sensor data collection and control platforms, as well as integrate into master building management systems and the like. Just how all these tools will integrate and partner with building controls giants like Siemens, GE, Schneider Electric, Honeywell, Johnson Controls and the like remains to be seen, of course.

Wireless controls are growing in the industrial realm, with some acquisition activity along the way. Dust Networks, which makes low-power wireless networks using the WirelessHART standard, was acquired by Linear Technology in December.

In the meantime, the residential market remains limited to wealthy early adopters. Google says its Android@Home platform will include IPv6-compatible wireless networking based on the 6LoWPAN standard, though so far it?s only announced one partner, LED maker Lighting Science.
