Cameron pledged to end a culture of timidity in discussing family breakdown or poor parenting, or in criticizing those who fail to set a good example to their children or community.

"We have been too unwilling for too long to talk about what is right and what is wrong," Cameron said. "We have too often avoided saying what needs to be said, about everything from marriage to welfare to common courtesy."

In a rival speech, main opposition Labour Party leader Ed Miliband criticized Cameron's response as overly simplistic, and demanded that lawmakers focus on delivering better opportunities for disaffected young people.

"The usual politicians' instinct ? announce a raft of new legislation, appoint a new adviser, wheel out your old prejudices and shallow answers ? will not meet the public's demand," said Miliband.

He spoke at his former high school in Camden, north London, half a block from the scene of rioting Aug. 8, when shops were trashed and police came under attack.

"Are issues like education and skills, youth services, youth unemployment important for diverting people away from gangs, criminality, the wrong path? Yes, they matter," Miliband said.

The differing approaches to Britain's most serious riots in a generation are likely to dominate the country's annual political conventions, which begin next month. Miliband has called for a full public inquiry into the roots of the riots, while Cameron insists his government is able to adequately examine the issue.

Cameron insists that racial tensions, poverty and the government's austerity program ? much of which is yet to bite ? were not the primary motivations for the riots across London and other major cities.

Instead, Cameron pointed to gang-related crime, and a widespread failure from Britain's leaders to address deep rooted social issues, including the country's generous welfare system.

"Children without fathers. Schools without discipline. Reward without effort. Crime without punishment. Rights without responsibilities. Communities without control. Some of the worst aspects of human nature tolerated, indulged ? sometimes even incentivized ? by a state and its agencies that in parts have become literally demoralized," Cameron said.

He pledged that the government would intervene to help 120,000 of the country's most troubled families before the 2015 national election.

Standing before a backdrop of graffiti, Cameron said Britain's damaged society had for too long been one which "incites laziness, that excuses bad behavior, that erodes self-discipline, that discourages hard work."

Both he and Miliband agreed that, following recklessness by bankers, the lawmakers' expense check scandal, and media phone hacking saga, all sectors of society had a share of the blame.

"Moral decline and bad behavior is not limited to a few of the poorest parts of our society. In the highest offices, the plushest boardrooms, the most influential jobs, we need to think about the example we are setting," Cameron said.

Young people who watched Cameron speak appeared unimpressed with his plans.

"He should stop blaming it on everyone else, he should stop living in la-la land," said 17-year-old Jake Parkinson. "If he was doing his job right, this wouldn't be happening."

As police continued to hunt those involved in last week's riots, detectives said they had uncovered a cache of weapons and hidden loot buried in flower beds in Camden. Knives, a hammer, metal bars and two cash registers from a looted cycle store were found after officers combed the area with metal detectors.

A 33-year-old man, Gordon Edward Thompson, was remanded into custody at Croydon Magistrates Court charged with setting fire to a family department store that had been in business since 1867.

Cameron spoke with store owner Maurice Reeves, and said Monday he had described "a hundred years of hard work, burned to the ground in a few hours."

In Birmingham, where hundreds of Asian, black and white residents held a peace rally on Sunday, two men and a teenage boy appeared in court Monday charged with murdering three Pakistani men run over and killed during last week's riots.

Three other men have been arrested and bailed, and police on Monday detained a seventh suspect, a 30-year-old man, on suspicion of murder.

Haroon Jahan, 20, and brothers Shazad Ali, 30, and Abdul Musavir, 31, died Wednesday after a car struck them at high speed as they guarded shops in west Birmingham, 120 miles (190 kilometers) northwest of London.

On Monday, Genworth Life Insurance Company launched Privileged Choice Flex, a long-term care solution that allows consumers to more easily choose an insurance plan that best suits their lifestyle and budget.

?It?s been 24 months in development and it will be another eight months before it?s fully available across the United States,? says Matthew Sharpe, Genworth?s long-term care product manager. ?It takes a long time. We had three different products in the marketplace and combined them into one offering.?

Some features of Privileged Choice Flex include a shared benefit where a husband or wife can reach into their spouse?s portion of the policy for additional coverage. Even if a sick spouse exhausts the total benefit, the well spouse still maintains 50 percent minimum coverage, Sharpe says.

Privileged Choice Flex also allows access to Genworth?s new Live+Well, a wellness program run in partnership with the Mayo Clinic that provides tools, resources and services to long-term care policyholders, and their spouses or partners.

?We wanted to provide a feature that would be available immediately, and that fills the gap between employer benefits and a long-term benefit,? Sharpe says.

Genworth has been in the long-term care business more than 35 years, and was the first such provider in the U.S. Even so, the company has faced challenges educating consumers about long-term care policies because most people avoid the subject.

?Long-term care is definitely under-penetrated, there?s no doubt about it,? Sharpe says. ?About 4 percent of the population that is eligible actually has a policy. But it?s a tough topic to broach. We?re still fighting this battle.?

?Long-term care is a growing, looming threat to retirement security,? says Whit Cornman, spokesman for the American Council of Life Insurers in Washington D.C. He cited figures from Genworth?s 2011 Cost of Care Survey, which shows a private nursing home stay rising 3.4 percent over the last year to $77,745 annually. That cost, Cornman says, ?is only going to go up?? to a whopping $330,000 in 2040.

?It?s incredible,? Cornman says, ?and really the only product that can help people pay for it is long-term care insurance. When you?re looking at retirement savings, a 401(k), or a pension if you?re lucky, it?s still going to be very difficult to save for retirement and still pay for long-term care.?

The eye-popping numbers explain why Jim Darguzis, a State Farm Insurance agent based in Shorewood, Illinois, bought a long-term care policy for his wife two years ago. The couple is healthy but Darguzis, 67, wants to make sure any potential health problems won?t impact his children and grandchildren.

?My mother was in a nursing home for two years and the cost at that time, 11 years ago, was $100 a day,? Darguzis says. Now it?s $175. The board will oversee a hodge-podge of 'body arts,' from tattoos and ear piercings to laser hair removal and designs burned into the skin.

The governor's office is looking for seven members: two body piercers, two tattooists, one electrologist, one health care provider and one member of the general public.

Legislators flinched during hearings, shocked by descriptions of genital piercings and an image found online of an anchor-shape freshly cut from the skin of a woman's inner thigh.

"I thought I was pretty open minded, but maybe I'm not," Sen. Alan Bates, D-Ashland, said during an April hearing. He later said, "As a physician, some of these things I wouldn't want to do in my office because I wouldn't want to hurt them or risk infection."

The new board has yet to be appointed, let alone make any decisions, but state leaders and piercers already have ideas about how it could reform regulations governing body art. Once rules are established, the Oregon Health Licensing Agency would come into play, since it's responsible for enforcing standards and approving licenses based on the rules set by state boards.

Some legislators endorse the creation of specialty licenses for some body arts that verge on being a meretdical procedure and require advanced knowledge of anatomy. Others think high-risk procedures simply should be banned.

"If you regulate, that implies you will have clinical training," Sen. Frank Morse, R-Albany, said in a hearing. "Where are you going to find clinical training to put double rings in the glans on a penis?"

Piercers say it's a waste of resources to regulate the things that most frightened the Legislature. As the piercing world ballooned from a pocket of urban subcultures into mainstream popularity, training didn't keep up. Piercers of all experience levels opened shops to meet the growing demand, sharing their often-limited experience with new staff and endangering their customers with poor work more likely to become infected.

Perlingieri petitioned the Oregon Legislature in the 1990s to adopt training standards similar to a cosmetology license. He proposed issuing temporary licenses to apprentices until they have done thousands of piercings.

But it went nowhere, Perlingieri said. Fed up, he quit trying.

Desta Spence, owner of Adorn studios, hopes the new board is an opportunity to overcome old prejudices and has asked for a seat on it.

She wants to legitimize piercing licenses by having the standards increased to match consumers' expectations of training, although she's not yet sure how to do it. She also wants to set requirements for the materials used to make jewelry. Because most customers assume everyone with a license is safe, Spence said, they choose a piercer for the price, creating incentives for shops to sell cheap jewelry that could lead to infection and rejection.

The Oregon Health Licensing Agency received 20 complaints about body piercing in the last two years, half of which the state decided were unfounded. The agency doesn't hear many complaints because it has little authority to enforce anything more than practicing without a license, said board specialist and former inspector Trampus Schuck.

Because current standards focus on sanitation and not training, piercers wonder who would decide what defines a qualified body artist and who would teach specialized fields.

"I based more knowledge on mistakes than successes," Spence said. "On the other hand, training information didn't exist when I started."

New discovery positions Smithsonian to bolster genetic diversity among cheetahs

Researchers at the Smithsonian Conservation Biology Institute have discovered why older females are rarely able to reproduce?and hope to use this information to introduce vital new genes into the pool. SCBI scientists and collaborating researchers analyzed hormones, eggs and the uteri of 34 cheetahs at eight institutions, and determined that while the hormones and eggs of cheetahs older than 8 years appear normal, the animals' uterine tracks tend to suffer from abnormal cell growth, infections and cysts that prevent pregnancy.

"Those of us who work with cheetahs have anecdotally noted that it's hard to reproduce older cheetahs, but this is the first time anyone has documented how aging affects the physiology of reproduction in this species," said Adrienne Crosier, SCBI cheetah biologist and lead author of the study in which these results were published. "We were relieved to find that, unlike in other older mammals, the eggs in older cheetahs can produce viable-appearing and growing embryos, which means we may be able to transfer them to younger cheetahs and preserve genetic diversity. If we had found that the eggs were abnormal, we were facing losing genes in an already depleted population."

The researchers' findings were published in a paper titled Increasing Age Influences Uterine Integrity, But Not Ovarian Function or Oocyte Quality, in the Cheetah (Acinonyx jubatus) in the online version of the Biology of Reproduction in May and in final form this month. According to the study, approximately 80 percent of adult female cheetahs in North American institutions have never reproduced and the death rate for cheetahs has exceeded the birth rate in 13 of the last 16 years. Lack of genetics can lead to cub mortality and lower cheetahs' resistance to disease.

The next step for SCBI researchers is to extract eggs from a cheetah older than 8 years that has not reproduced and to fertilize the eggs and transfer them to a younger female. Crosier estimates that SCBI will try an embryo transfer within the next two years and said that if it works, it is feasible that someday researchers could do this with wild cheetahs to continue to infuse the population in human care with new genes.

Paper co-author, Pierre Comizzoli, a vertebrate cryobiologist at SCBI, has been collecting and freezing immature eggs and ovarian tissues from felids for the SCBI's Genome Resource Bank, a frozen repository of biological materials that includes sperm and embryos, tissues, blood products and DNA. Researchers are currently able to produce embryos from fresh eggs, but aim to do the same with frozen eggs.

"The work on freezing eggs and ovarian tissues will offer yet another option to preserve the fertility of females, especially long after they are dead," Comizzoli said. "These approaches also allow us to to boost the number of offspring that can be produced from a single individual."

SCBI is one of five centers participating in research to boost the cheetah population in human care as part of the Conservation Centers for Species Survival, also known as C2S2. All five centers collectively manage more than 25,000 acres of land devoted to the survival of threatened species with special needs (including those requiring large land areas, natural group sizes and minimal public disturbance). All five centers maintain a cheetah breeding facility as part of their long-term commitment to cheetah breeding and research. The Smithsonian's National Zoo's Front Royal facility currently houses 10 adult cheetahs and seven cubs. The National Zoo houses three adults.

Cheetahs, the fastest animals on land, are struggling to outpace threats to their survival in the wild. As the result of human conflict, hunting and habitat loss, there are only an estimated 7,500 to 10,000 cheetahs left in the wild. The International Union for Conservation of Nature considers cheetahs a vulnerable species.

11th Circuit strikes insurance requirement

ATLANTA ? A federal appeals panel struck down the centerpiece of President Barack Obama?s sweeping health care overhaul Friday, moving the argument over whether Americans can be required to buy health insurance a step closer to the U.S. Supreme Court.

The divided three-judge panel of the 11th Circuit Court of Appeals concluded Congress overstepped its authority when lawmakers passed the so-called individual mandate, the first such decision by a federal appeals court. It?s a stinging blow to Obama?s signature legislative achievement, as most experts agree the requirement that Americans carry health insurance ? or face tax penalties ? is the foundation for other parts of the law.

The 207-page opinion, written by Chief Judge Joel Dubina and Circuit Judge Frank Hull, found that lawmakers cannot require residents to ?enter into contracts with private insurance companies for the purchase of an expensive product from the time they are born until the time they die.?

In a lengthy dissent, Circuit Judge Stanley Marcus accused the majority of ignoring the ?undeniable fact that Congress? commerce power has grown exponentially over the past two centuries.? He wrote that Congress generally has the constitutional authority to create rules regulating large areas of the national economy.

The White House argued the legislative branch was using a ?quintessential? power ? its constitutional ability to regulate interstate commerce, including the health care industry ? when it passed the overhaul law. Administration officials said they are confident the ruling will not stand. The Justice Department can ask the full 11th Circuit to review the panel?s ruling and will also likely appeal to the Supreme Court.

?Individuals who choose to go without health insurance are making an economic decision that affects all of us ? when people without insurance obtain health care they cannot pay for, those with insurance and taxpayers are often left to pick up the tab,? said White House adviser Stephanie Cutter.

The 11th Circuit?s ruling, which sided with 26 states that had sued to stop the law from taking effect, is the latest contradictory judicial opinion on the health care debate. The federal appeals court in Cincinnati upheld the individual mandate in June, and an appeals court in Richmond has heard similar challenges to the law. Several lower court judges have also issued differing opinions on the debate.

Legal observers long expected the case would ultimately land in the Supreme Court, but experts said Friday?s ruling could finally force the justices to take the case.

?There needs to be a pronouncement that?s nationwide,? said Carl Tobias, a professor at the University of Richmond School of Law. ?It would be almost impossible to implement it if we have splintered decisions from different geographic circuits. The Supreme Court may feel now it has to take it.?

It?s the latest hit the president?s taken in what?s been a rough month that?s included humiliating blows on both the economy and in Afghanistan, while polls show deteriorating public support for both him and Congress.

Obama has been criticized by his Democratic base for his failures, which include dropping his push for tax increases as part of last week?s compromise to raise the government?s debt ceiling and his inability to let the Bush tax cuts for the wealthy to expire at the end of last year.

The Atlanta-based court is considered by many observers to be the most pivotal legal battleground yet because it reviewed a sweeping ruling by U.S. District Judge Roger Vinson, who not only struck down the individual mandate but threw out other provisions ranging from Medicare discounts for some seniors to a change that allows adult children up to age 26 to remain on their parents? coverage.

His reasoning was that the insurance requirement was ?inextricably bound together? with the rest of the law, but the 11th Circuit concluded that Vinson went too far. The panel?s ruling noted that the ?lion?s share of the act has nothing to do with private insurance, much less the mandate that individuals buy insurance.?

The provision requiring all Americans to carry health insurance or face a tax penalty has been at the center of the legal debate. The law does not allow insurers to turn away the sick or charge them outrageous premiums. To cover their health care costs, others ? particularly the young and healthy ? will need to pay premiums to keep costs from skyrocketing. The potential tax penalties ensure they will do so.

The Obama Administration also has a little-known fallback if it loses the court battle. The government can borrow a strategy that Medicare uses to compel consumers to sign up for insurance.

Medicare?s ?Part B? coverage for doctor visits carries its own monthly premium. Yet more than nine in 10 seniors sign up. The reason: Those who opt out when they first become eligible face a lifelong tax penalty that escalates the longer they wait.

The key difference is that the Medicare law doesn?t require that seniors buy the Part B coverage. Experts say Obama?s overhaul could also be changed in a similar fashion.

The states had urged the 11th Circuit to uphold Vinson?s ruling, saying in a court filing that letting the law stand would set a troubling precedent that ?would imperil individual liberty, render Congress?s other enumerated powers superfluous, and allow Congress to usurp the general police power reserved to the states.?

The Justice Department countered that Congress had the power to require most people to buy health insurance or face tax penalties because Congress can regulate businesses that operate across state lines, including health care providers.

The reaction was swift and celebratory from the 26 states that filed the lawsuit.

Michigan Attorney General Bill Schuette called the decision a ?huge victory in the fight to protect the freedom of American citizens from the long arm of the federal government.? Alabama Attorney General Luther Strange called it a ?monumental case? for individual liberty. And Texas Attorney General Greg Abbott declared: ?Obamacare is closer to an end.?

A separate legal ruling Friday also buoyed critics of the law. The Ohio Supreme Court appeared to clear the way for voters there to decide whether to reject parts of the health care law in November with a unanimous ruling that rejected a liberal policy group?s challenge of the so-called Health Care Freedom Amendment.

But the government did get a small dose of good news Friday. The federal appeals court in San Francisco found that a former California lawmaker and a legal foundation could not file another challenge on the overhaul.

The 11th Circuit?s ruling didn?t come as a complete surprise. During oral arguments in June, each of the three judges repeatedly raised questions about the overhaul and expressed unease with the insurance requirement. And each judge worried aloud if upholding the landmark law could open the door to Congress adopting other sweeping economic mandates.

The arguments took place in what?s considered one of the nation?s most conservative appeals courts, but the randomly selected panel represents different judicial perspectives.

None of the three is considered either a stalwart conservative or an unfaltering liberal, but observers were quick to point out that the decisive vote came from a Democrat appointee. Hull, a former federal judge in Atlanta, was tapped by President Bill Clinton.
