(AP) ? The FBI and Homeland Security have issued a nationwide warning about al-Qaida threats to small airplanes, just days before the anniversary of the 2001 terrorist attacks.

Authorities say there is no specific or credible terrorist threat for the 10-year anniversary of the attacks on the World Trade Center and Pentagon. But they have stepped up national security a precaution.

According to a five-page law enforcement bulletin issued Friday, as recently as early this year, al-Qaida was considering ways to attack airplanes.

The alert, issued ahead of the summer's last busy travel weekend, said terrorists have considered renting private planes and loading them with explosives.

"Al-Qaida and its affiliates have maintained an interest in obtaining aviation training, particularly on small aircraft, and in recruiting Western individuals for training in Europe or the United States, although we do not have current, credible information or intelligence of an imminent attack being planned," according to the bulletin obtained by The Associated Press.

The bulletin also says al-Qaida would like to use sympathetic Westerners to get flight training, then get them to become flight instructors.

Matthew Chandler, a spokesman for the Department of Homeland Security, described the bulletin as routine.

"We shared this information with our partners to highlight the need for continued awareness and vigilance," he said.

Aviation security is much tighter than it was a decade ago, but al-Qaida remains keenly interested in launching attacks on airplanes, believing large attacks with high body counts are more likely to grab headlines.

Threats to small airplanes are nothing new. After the 2001 attacks, the government grounded thousands of crop dusters amid fears the planes could be used in an attack.

In 2002, U.S. officials said they uncovered an al-Qaida plot to fly a small plane into a U.S. warship in the Gulf. And in 2003, U.S. officials uncovered an al-Qaida plot to crash an explosives-laden small aircraft into the American consulate in Karachi, Pakistan.

Deutsche says Europe crisis could kill weak banks

FRANKFURT (Reuters) - Europe's sovereign debt crisis will stunt bank profit for years and could kill off the weakest, Deutsche Bank <DBKGn.DE> chief executive Josef Ackermann told industry bosses, amid intense scrutiny of the sector's finances.

"Prospects for the financial sector overall ... are rather limited," the CEO of Germany's top bank said on Monday. "The outlook for the future growth of revenues is limited by both the current situation and structurally."

Ackermann was speaking at Frankfurt's annual Banks in Transition conference against a backdrop of gloom in the capital markets, where fears some euro zone countries could default on their debts have sent investors scurrying for shelter.

Many European banks could go under if they had to accept a "haircut" at current market valuations on their entire sovereign debt holdings instead of the 21 percent writedown that has been proposed on Greek sovereign debt, Ackermann warned.

"It's stating the obvious that many European banks would not survive having to revalue sovereign debt held on the banking book at market levels," he said.

Shares in the banks that hold much of that debt dropped, with the STOXX Europe 600 banking index <.SX7P> falling nearly 5 percent to its lowest in 29 months.

Fears about how the crisis will play out have halted the takeovers and stock market listings that are the lifeblood of the bloc's investment banks as slowing global economic growth put the prospect of recovery further into the future.

"The chances of a near-term recovery remain slim as eurozone debt concerns, structural reform and a lawsuit for allegedly mis-selling mortgage debt all weigh heavy on the sector," Manoj Ladwa, a senior trader at ETX Capital, said.

Deutsche stock slumped more than 7 percent, as did shares in Swiss rival Credit Suisse <CSGN.VX> and Societe Generale <SOGN.PA>, while Royal Bank of Scotland fell almost 12 percent.

A U.S. regulator sued 17 large banks and financial institutions on Friday over losses on about $200 billion of subprime bonds, adding to the sector's woes.

The European bank index has lost a third of its value this year and is the worst-performing sector.

Credit Suisse chairman Urs Rohner said the new regulatory environment had curtailed the risky activities for banks, but would also result in lower profits.

"Shareholders in banks need to come to terms with lower returns," Rohner told the conference.

Despite his gloomy outlook for profits, Ackermann rejected calls for urgent recapitalization.

International Monetary Fund (IMF) chief Christine Lagarde called in August for mandatory capitalization of European banks to prevent a world recession.

A forcible recapitalization would "threaten to send the signal that politics has lost faith in the ability of existing measures to succeed," said the boss of Germany's biggest lender.

The chairman of French rival BNP Paribas <BNPP.PA> told a conference in Paris that most banks did not need to be recapitalised.

"The stress tests that we carried out in Europe ... lead one to think that it's not obvious today that the banking system needs to be recapitalised, (although) some banks do, without a doubt," said Michel Pebereau.

DOWNWARD SPIRAL?

Bank lobby group the Institute of International Finance, of which Ackermann is the chairman, said in a statement: "In a pattern echoing that of the 2007-09 financial crisis, there is a growing risk of the real economy and financial conditions being locked into a mutually-reinforcing downward spiral."

Ackermann said that the financial services industry needed to go beyond curbing the excesses of the past and reevaluate what role banks play in the global economy, signaling that the lender will not revive some of the risky businesses that in the past helped the investment bank led by Anshu Jain generate the lion's share of profits.

Deutsche has already warned that reaching its goal of 6.4 billion euros ($9.1 billion) in pretax profit for this year was becoming more difficult and required a quick and sustained resolution of the European sovereign debt crisis.

The crisis has kept banks hostage to market concerns about their capital strength and access to funding, concerns that were stoked again last week when a European source told Reuters that the IMF saw a capital shortfall of 200 billion euros ($284 billion) among European lenders.

Russian banks could lose around 350 billion roubles ($12 billion) in the event of a serious debt shock in the euro zone but stress tests show they would withstand the blow, central bank official Sergei Moiseev said in Sochi.

As the prospects recede for a return of confidence, some major lenders, including Barclays <BARC.L>, HSBC <HSBA.L>, Goldman Sachs <GS.N>, Credit Suisse and UBS <UBSN.VX>, have begun to slash tens of thousands of high-paying jobs.

Ackermann said that if the weaker market activity seen in August continued in to September and October, Deutsche Bank too would have to think about job cuts.

The chief executives of Commerzbank <CBKG.DE>, Societe Generale and UniCredit <CRDI.MI> are also due to set out their visions for the way forward in difficult terrain. The CEO of JP Morgan's <JPM.N> investment bank, Jes Staley, will give the view from the other side of the Atlantic.

They are all due to speak at the conference on Tuesday.

CAIRO (Reuters) ? An Egyptian court started the third session of the trial of ousted President Hosni Mubarak on Monday when senior police officers are expected to become the first witnesses to give testimony, a witness at the court reported.

Mubarak, who has been hospitalized since April, arrived at the court site shortly before and was wheeled into the cage in court where defendants are placed, the witness said.

Mubarak was flown to the court site by helicopter, the same way he came for the first two sessions on August 3 and August 15.

Libya rebels: Poised to attack Gadhafi stronghold

Libyan rebels laying siege to one of Moammar Gadhafi's remaining strongholds said surrender talks had broken down on Sunday and they were ready to attack.

Outside the pro-Gadhafi town of Bani Walid, a National Transitional Council (NTC) negotiator said talks were over.

"Everything was done yesterday, they asked us for more time and we gave them some more hours," Mahmoud Abdul Azil told Reuters, at a checkpoint 40 km from the desert town.

Rebels said they tried to negotiate a peaceful surrender, but accused Bani Walid tribal leaders of stalling.

"Today, God willing, we will go in. There was some fighting overnight. They fired at us first."

Rebels control most of Libya and Gadhafi and his staunchest allies have been on the run since the fall of the capital of Tripoli late last month. Loyalists have entrenched themselves in several towns, including besieged Bani Walid.

Abdul Azil said NATO-backed NTC forces were inching forward towards Bani Walid, ready to attack what he said were an estimated 100 pro-Gadhafi fighters there if necessary.

"We are waiting for the order for our commanders to go into the city. We have told them we are coming. Everyone should stay at home. Hopefully it will be done without bloodshed," he said, as warplanes of the Western alliance roared overhead.

Anti-Gadhafi forces have also closed in on the deposed leader's birthplace in the coastal city of Sirte, but appear ready to allow more time for negotiations there.

"With God's grace, we are in a position of strength. We can enter any city ... but because of our care and desire to prevent bloodshed and avoid more destruction to national institutions we have given a period of one week," NTC chairman Mustafa Abdel Aziz said in the eastern city of Benghazi on Saturday.

"This is an opportunity for these cities to announce their peaceful joining of the revolution," he said.

A spokesman for Gadhafi, who has been in hiding since his foes seized Tripoli on Aug. 23, has dismissed talk of surrender and said powerful tribal leaders were still loyal to him.

"He's in the country," Moussa Ibrahim told Reuters on Friday in a call from an undisclosed location. "He's in a safe place surrounded by many people who are prepared to protect him."

Ibrahim, who said he did not know exactly where Gadhafi was, dismissed suggestions that Bani Walid was ready to surrender. He said he himself had been moving around a "southern suburb of Tripoli" with Gadhafi's son and heir-apparent Saif al-Islam.

Closing in on Sirte
On frontlines to the east and west of Sirte, fighters also said on Saturday they were ready to move in.

Ahmed al-Mal, a unit commander to the west, said: "Refugees coming out of Sirte have told us there's no food, fuel, water or electricity in the city. Gaddafi families in Sirte are forcing civilians to obey. They are mistreating them. A lot of people are angry and fed up."

Independent accounts from Sirte, Bani Walid and Sabha, deep in the Sahara desert, have not been available as communications appear to be largely cut off. On Friday, the International Committee of the Red Cross (ICRC) called on all sides to protect civilians and allow the agency to provide aid to Sirte.

To the east of Sirte, whose resistance still effectively divides the country in two between Benghazi and Tripoli, fighters were also dug in and, they said, ready to advance.

"We are awaiting the green light from the council," said Naji al-Maghrabi, commander of the "Omar al-Mukhtar Brigade", named for a Libyan hero of battles against Italian colonialists.

"If they tell us, 'Move into Sirte now,' we will."

One fighter, Belqassem Souliman, said: "They have no way out but to surrender or die."

Libyans are looking ahead to the post-war future, negotiating with foreign governments and planning to resume the oil and gas exports that many expect to make them rich.

Interim oil minister Ali Tarhouni said oil production in the Misla and Sarir fields would start on Sept. 12 or 13.

In Tripoli, life was returning to normal after last month's fighting and last week's Muslim holiday. Traffic was heavy as fuel supplies improved. Cafes were busy and offices opened.

On Saturday evening, many celebrated not only new freedoms but the victory of the national soccer team in a qualifying match for the African Cup of Nations. Flying Libya's new flag, they beat Mozambique 1-0 in a "home" fixture played in Cairo.
